No, RARP is not supported.

I'm pretty sure that RARP doesn't do dynamic address allocation, so 
there's not much motivation to integrate it with the DNS. An existing 
rarpd would do just as well.

As an aside, dnsmasq _does_ support BOOTP, even though that doesn't do 
dynamic address allocation either. But BOOTP is very close to DHCP, so 
the extra code needed is only a few lines.
