Not in /etc/ethers, (the file format is defined by other programs, and 
doesn't include any suitable fields.)

It's possible to have /etc/ethers map between MAC address and ip/name, 
and just have the mapping between MAC address and lease duration in 
/etc/dnsmasq.conf.

It's also possible to have a client ask for a shorter lease than the 
server would otherwise give it (but not a longer one)
