[Dnsmasq-discuss] When would DNSMasq NOT be

That shouldn't be a problem. Note that almost every DHCP transaction
doesn't block, a packet arrives and a reply is sent without waiting. The
only exception to this the ping-check, which waits three seconds, during
which other DHCP transactions must wait. HOWEVER, if a situation arises
where DHCP requests are being delayed, then dnsmasq temporarily abandons
doing the ping checks, so under no circumstances will DHCP transaction
be delayed long enough for a client to time-out.
