With FQDN it doesn't work. I commented out

send hostname gondor;

and uncommented:

send fqdn.fqdn "gondor.localdomain.net";
send fqdn.encoded on;
send fqdn.server-update off;

and dnsmasq failed to deal with the hostname.

I still get this:
