It's possibly a permissions problem.

Depending on the types of zones, they seem to have different privileges
(from http://docs.sun.com/app/docs/doc/819-2450/z.admin.ov-18?l=en&a=view).

The list of NET related privileges in solaris are:

PRIV_NET_ICMPACCESS
PRIV_NET_PRIVADDR
PRIV_NET_RAWACCESS

Maybe that'll help you pinpoint what his problem is.
