Could be, as /dev/null is a character device. I wonder if it explicitly 
checks the file type (seems unlikely), or you're just seeing the 
resulting error from performing some unsupported operation, like a seek.

I'm surprised that works, as the lease file ought to keep things 
persistent across Dnsmasq restarts. Unless you're purging the lease file 
in between.
