A wiki might be a good idea.

Wikispaces is one low-effort way to implement that. I've used it for 
several projects. It's free, and they provide a simple API for saving a 
backup of the raw content and rendered HTML, so you don't need to feel 
that your content is held hostage by a third party.

They support both open and approved membership wikis.
