It's an obvious thing to use tags, but actually quite messy, since when
the server-id is needed the valid dhcp-range may not have been
determined (the subnet is known, but there may be more than one range in
the subnet, with different tags set)

That means that the obvious thing, enabling override only on some
relays, is difficult to do with tags. That argues for your list-of-relays.
