It means the information (email content) can't be released to the public
via the Freedom of Information Act (FOIA).
Kind of a nice catchall for Uncle Sam to hide behind.

No problem. Please satisfy my curiosity, I think I know what
UNCLASSIFIED means, but what is "Caveats: FOUO"? Civilians want to know.
