That explains it.  In my setup on linux, the interface has IP
192.168.3.1/28, broadcast 192.168.3.15.  I never thought about testing
this:  would a broadcast to 255.255.255.255 somehow sideline a dnsmasq
listening on 192.168.3.1:67?
