[Dnsmasq-discuss] DHCP proxy only

I have a problem running dnsmasq.  I have noticed the dnsmasq IP address
showing up as the DNS server for Windows machines on the same subnet.
If I have to kill dnsmasq, the Windows machines no longer have access to
a DNS server.  I am trying to use dnsmasq as a dhcp-proxy only.  Is
there a way to get this functionality?  I read the man page several
times, but I don't see anything that specifically addresses this
problem.  The same with the FAQ.
