is out there, (or pick it up from git).

This adds a simple RA function: turn off radvd and add

enable-ra

to /etc/dnsmasq.conf

All prefixes specified in dhcp-ranges are provided, and it's possible to 
provide a prefix via RA without DHCP by doing something like

dhcp-range=1234::,ra-only


It's running happily on my network, and has talked to Win 7, Linux, and 
Android clients.
