Hmm, I wonder if
"stop dnsmasq, edit /var/lib/misc/dnsmasq.leases, start dnsmasq"
counts as an administrative interface?

I'm sure that an implementation of RECONFIGURE will be done, but not for
this release: I want to get the basics working first.
