[Dnsmasq-discuss] [PATCH] Support dbus activation

Introduce dbus service file and turn dbus on in the systemd
unit.

Note to packagers:
To add support for dbus activation, you must install the dbus
service file (dbus/uk.org.thekelleys.dnsmasq.service) into
$DATADIR/dbus-1/system-services.
