I'd suggest SQLite as a possibility. Easy to include, and as they 
say: "Small. Fast. Reliable. Choose any three."

I'm not sure how/if this would help with the goal of failover, but
I think it might be worth considering if there is to be external
database/storage for dnsmasq.
