Before offending others, Makefile settings can be overridden from the
command line - and can just as well be stored to a script you build the
next 3 releases with, too (usually, barring introduction of new arcane
features).

If the script does make CFLAGS=foo LDFLAGS=bar PREFIX=baz
or ./configure --prefix=baz uh, wait a minute, I pass CFLAGS on the
configure command line like I do on the make command line.

Now what?
