It's certainly possible:
set a tag for serial machines with something like
dhcp-mac=set:serial, 01:02:03:04:*:*
Then disable the graphical pxe-service lines with
pxe-service=tag:!serial,"menu text", filename.
Which says to use that line only when the "serial" tag is NOT set.
