That's difficult to explain, at least at first glance.

Could you look in the log for startup of dnsmasq, it will have logged
all the configured IP ranges for DHCP. Is there anything which
corresponds to the 0.0.0.145 address?

Also, the client seems to give up on the lease at the end of the log
(DHCPRELEASE). If you bring the interface up again, does it get a more
sensible address, or repeat the same sequence?
