[Dnsmasq-discuss] UPDATE - failed to create listening socket

Hello from Germany,

I have installed DNSMASQ a few days ago, but at the time, the service 
for dnsmasq don't want to run. I use dnsmasq as a dns-server for my 
local network, including three other computers. Every time I tries to 
start the service, I have one type of error messages:

failed to create listening socket for 192.168.178.15 Cannot assign 
requested address
FAILED to start up
Failed to start dnsmasq - A lightweight DHCP and caching DNS server

My dnsmasq.conf:

listen-address=127.0.0.1,192.168.178.10,192.168.178.12,192.168.178.15
resolv-file=/srv/dns/nameserver.conf

The nameserver.conf:

nameserver:    127.0.0.1
nameserver:    192.168.178.1

My hosts file:

127.0.0.1       localhost
127.0.1.1       RASPBERRY-PI-SERVER

My router is FRITZ!Box 7430. The IP from my RASPBERRY-PI is 
192.168.178.3 (static) and the operating system is a normal Ubuntu.
Other Software with a connection to the network, which I used:
OpenVPN
Samba
CUPS
SSH
Putty

Another problem is the file nameserver.conf. The path of the file is 
right. But every time I have a look in the log-file, dnsmasq tries to 
read the normal /var/run/dnsmasq/resolv.conf. This file is empty. Every 
time, I tried to write something in that file, the next time the file is 
going to be overwritten, and than the resolv.conf is empty. So I have 
decided to create an other file with the nameserver.
