I suspect that you have another DHCP server somewhere on your network,
that would explain both the double leases and the fact that you can
still get DHCP leases without any dhcp-range line in /etc/dnsmasq.conf.
(dhcp-range is mandatory, no dhcp-range line turn off the dnsmasq DHCP
server completely.)
