[Dnsmasq-discuss] resolving lan hostnames

I am having a problem which resolving LAN hostnames.  I have a FreeBSD
5.4-STABLE box setup with dnsmasq and running the standard FreeBSD dhcp
server.

On the FreeBSD box I have setup /etc/resolv.conf and /etc/hosts correctly
and from other boxes on my LAN, can resolve (using nslookup or dig) and
ping external address and hostnames. eg 'google.com' 'yahoo.com'

With LAN hostnames, I can resolve them using nslookup or dig. eg 'nslookup
phoenix'.  That resolves correctly.

But I cannot ping them using their hostname. eg 'ping phoenix'.  That gets
a resolve error: Unknown host.

However if I do 'ping phoenix.', note the period after the hostname, I
will get a reply.

Is this supposed to act in this way or is there a configuration option I
have missed?  Any help about be much appreciated.
