Yes, the OpenWRT Trac page is a good way to report problems.

Check out the OpenWRT-specific dnsmasq patches here:
https://dev.openwrt.org/browser/trunk/openwrt/package/dnsmasq/patches/

Looks like their patches are against v2.15. but they are using the v2.24
sources in their package makefile.
