i had a problem with rejected offers last week, too. I found out, 
that one possible reason why a (windows) client rejects the adress 
offered by dnsmasq is, that it believes that there is another client 
using the same IP online.

What happened to me, is that dnsmasq seemed to "blacklist" the 
rejected IP, and from this time on it told the client there is no free 
lease. But maybe this is cause i use static IPs and this is the same 
problem.

If this is of interest i could post some logs next week.
