Yes, in the NOTES section of the man page, in the paragrah which starts
"The network-id system works as follows:". It mainly talks about using
tags with dhcp-option, so it is not completely clear that the "#" prefix
also works when tagging dhcp-ranges.

In general the man page is complete, but it's very terse: a 
dnsmasq-HOWTO would be a useful addition.
