I had a couple of sip-phones (hw) that only accept DHCP configuration (there 
is no *other* way to give them a sip server IP) and I tried too to configure 
dnsmasq as the OP did, but with no luck.
I gave up (and changed the phones :P) but this thread is still interesting to 
me...
