Why don't you see if your ISP's DNS servers are accessible from
outside their own net. Or you could use a service like
www.opendns.com (haven't tried them myself though).
If you want your laptop to be its own server, it would have to query
the root servers, which would be rather ineffecient -- but if you
decide to do it anyway, try DnsCache from the DJBDNS-package. Dnsmasq
cannot query the root servers, so it is only appropriate if you have
an upstream server available.
