Yes, UUIDs are just a specific from of client-id. If the host had a UUID
client-di before, that will hold the old address, and the new value of
the client-id will be bumped to a new address.

Quick way to fix this

1) stop dnsmasq
2) edit /var/lib/misc/dnsmasq.leases to remove offending lease
3) restart dnsmasq.
