Compile time options IPv6 GNU-getopt no-ISC-leasefile no-DBus no-I18N no-TFTP

Hi, I am having trouble translating the following:

# /etc/dhcpd.conf
# Set option 66 as a string variable & defined later
option boot-server code 66 = string; 

ddns-update-style ad-hoc;  
subnet 192.168.200.0 netmask 255.255.255.0 {
option routers 192.168.200.254;
option subnet-mask 255.255.255.0;
option domain-name "asterisk.local";
option domain-name-servers 192.168.200.254;
option time-offset -28800; # Pacific Standard Time, -28000 PST, 3600/hr
option ntp-servers clock.redhat.com;

#Polycom phones configuration starts here
group {
option boot-server "ftp://polycom:12345@192.168.200.100";

host x150 {
hardware ethernet 00:30:18:AD:9D:E2; #MAC address of phone
fixed-address 192.168.200.101; #IP you want assigned to the phone
}
} # end of group

So far, I have:

bogus-priv #Someone mentioned this is needed, not sure?
domain=asterisk.local
dhcp-option=42,192.168.200.100
dhcp-option=66,"192.168.200.100" # Doesn't work!?
dhcp-host=00:30:18:AD:9D:E2,192.168.200.101,infinite

Q1. How do I translate the two lines: 
1. option boot-server "ftp://polycom:12345@192.168.200.100";?
2. option time-offset -28800;?
