I don't remember for sure, but I don't think you need netbios for cifs to
work.

Try "\\ip.address\share" ?

If that doesn't work then I don't think the problem is with dnsmasq.  If
that does work, you may have to mess with dns settings on both client and
server until "ping servername" works, then "\\servername\share" should also
work.
