[Dnsmasq-discuss] How to setup static IP address in dnsmasq.con from external file ?

Hello Guys,  Is anybody having any idea how to setup external file assigning static ip address in dnsmasq.conf file ? Purpose of doing is very simple to not allow non-administrator to not do any wrong changes in configuration file.  Help will be highly appreciated.
