That's what I would expect - firefox won't use wpad unless you tell it 
to. When you tell Firefox to use wpad, it finds the correct proxy.

If you want all you machines to be set to use automatic proxy detection 
without user intervention, you will need to look at the provisioning 
system and find a way to set that option in Firefox (or IE)
