You can make dnsmasq share the same IP address between two interfaces by 
putting both MAc addresses on one line in /etc/dnsmasq.conf

dhcp-host=<MAC 1>,<MAC 2>,<IP-address>

This will only work if you're careful to make sure that only one 
interface at a time is up.
