There's no option to do that in dnsmasq. I've released a separate
dhcp-relay: http://thekelleys.org.uk/dhcp-helper/dhcp-helper-1.0.tar.gz
which is very small and should compile and run on  any Linux-based
system. Alternatively you could use ISC dhcp-relay.
