If i understand correctly, what you want to do is:

"Give the machine claiming name 'mike' the 10.10.10.1 address"

You can just add in /etc/hosts :

10.10.10.1    mike

and restart the service...

Though i strongly suggest you to make dnsmasq give ip addresses based on
macaddress (For security reasons...)
