Just to double-check, you aren't using dhcp-ignore-names are you?  I think
the exact behavior you describe would result from

dhcp-ignore-names=#known

since the man page says

When a host matches any dhcp-host directive (or one implied by /etc/ethers)
then the special tag "known" is set.
