Which is perfect exemplar of why the new, less confusing syntax was 
added, in the old syntax

net:<tag> -> MATCH tag
<tag> -> SET tag

So it should be

dhcp-range=net:other,net:#phones,10.20.20.10,10.20.20.250,255.255.255.0,12h

( and the other dhcp-range should be changed too, of course)

No,  the change happened in 2.53 (and backward compatibility with older 
configurations was maintained.)
