[Dnsmasq-discuss] Distributed dnsmasq or similar?

Have you considered running a few pdnsd daemons between the dnsmasq
daemons and the unreliable DNS servers?
If you're running custom code, have you considered using mDNS instead ?
(multicast DNS, part of zeroconf).
