Dnsmasq doesn't generate retransmits itself, the design assumes that the 
whatever generated the first query will retransmit if required.

However, dnsmasq will detect retransmits, and when a retransmit is 
received it will send the query in parallel to all available upstream 
servers to increase the probability of finding a working upstream server.
