There are no plans to add a DHCP-relay function to dnsmasq. There is no 
advantage in combining DHCP-relay with the other dnsmasq functions. I do 
maintain a DHCPv4-relay implementation called dhcp-helper, and I may, at 
some point add one for DHCPv6
