I just did a trivial test, and it seems to be working for me.

Note tha if the specified resolv-file doesn't exist, dnsmasq will just 
log a warning and keep waiting for it to appear. This is normally useful 
behaviour, but not if (for instance) you'd typoed the filename in the 
configuration file :-)
