I have personally configured my dnsmasq so that dotless names are
resolved locally, using names known to dnsmasq through /etc/hosts as
well as static and dynamic leases. Dotted names are forwarded to my
ISP's nameservers (and cached, of course).
IOW, my local network has no domain.
