You can't tell dnsmasq to use client-ids directly as the name. Most
client-ids are binary, rather than valid human-readable names, so that
would probably end badly.
If you have a known set if clients, you can tell dnsmasq to give a
hostname to a client with a particular client-id:
dhcp-host=id:client_id,name_for_host
