Defining the name<->address mapping in /etc/hosts and the
MAC<->address or MAC<->name mapping in the dnsmasq config file or
/etc/ethers is the only way  to do it.

The behaviour of dhcp-host is because a name can have more than on
dhcp-host entry with addresses on different subnets, and the one in
use is determined by which subnet it currently has a DHCP lease on.
