the posted log was done on the server side. I've now captured new dumps 
on both sides, client and server.

NetworkManager: (loops)

dhcpcd: (works)

At least I don't think, that this is a network problem. Other dhcp 
clients do work..
The funny thing is, NetworkManager is using dhcpcd as a backend!
