It's standard practice that the dns server randomizes answers, it's used for
load balancing. OTOH, since dnsmasq already has localise-queries, it could have
an option to not randomize. It remains to decide what to do with answers for
its authoritative zone, because in this case there's no upstream to decide the
order.

It's up to Simon to balance wishes and bloat and work.
