No it is not.

I commented out log-facility option and a leases file was created at
/var/lib/misc/dnsmasq.leases

/var/lib/misc # cat dnsmasq.leases
> 1564146601 52:54:00:96:bf:af 10.20.102.206 *
> ff:00:d9:85:be:00:01:00:01:24:95:20:a9:52:54:00:d9:85:be


Here is snippet of log showing two leases:

/var/lib/misc # grep DHCPACK /home/jmuro/dnsmasq/10.20.102/dnsmasq.log
> Jul 25 09:09:48 dnsmasq-dhcp[15114]: 1132147783 DHCPACK(vlan1299)
> 10.20.102.208 52:54:00:3a:0a:99
> Jul 25 09:09:48 dnsmasq-dhcp[15114]: 1587159527 DHCPACK(vlan1299)

Not sure why there are two DHCPACKs for the same IP from two different
clients. Although it seems each host settled on a unique IP as I can ping
both.
