As I read RFC 3442 I would expect
dhcp-option=121, 24,192,168,1,1,2,3,4, 8,10,5,6,7,8
So destination 192.168.1.0/24 encoded as 24,192,168,1
and destination 10.0.0.0/8 encoded as 8,10
