I've used both tcpdump on ETH0 and syslog monitoring simultaneously.
1) I've started tail on syslog
2) I've started tcpdump
3) Network cables were disconnected
4) I connected Device X (38:XX:XX:XX:XX:c3) - it worked
5) I disconnected Device X
6) I connected RTMU86 (fa:zz:zz:zz:zz:1c) - it doesn't work
7) I disconnected RTMU86
8) I connected Device X (38:XX:XX:XX:XX:c3) - it worked again
9) I disconnected Device X
I did it not stopping tcpdump nor syslog
In both cases link is down and then up - so environment is the same
