Self, never mind. That's not going to work out for at least a couple 
reasons, the biggest being that you can't stop *all* of the system, 
other than pihole, from using the 2nd interface and the 2 hosts have 
different rules in the firewall. Go back to the Docker image instead.

At least I found out how to do what I was asking for so it's not a total 
waste of time. The "solution" is to add the following section to 
/etc/systemd/network/eth1.network

Hostname=pihole
DUIDType=uuid
DUIDRawData=00:02:00:00:ab:11:e5:57:e9:1f:92:75:89:50
