[Dnsmasq-discuss] AAAA Filtering and address=/server/#

I have a number of servers defined in address=/server/# blocks for the
purposes of blocking their resolution. I also have filter-aaaa set.
The observed behavior is that AAAA queries to servers named in
address=/server/# statements returns :: AAAA queries for servers which
do NOT have address=/server/# statements return NODATA-IPv6.
My desire would be that dnsmasq should take filter-aaaa as precedence,
and return NODATA-IPv6 for any AAAA query if filter-aaaa is set.
Alternatively, having a configurable option to define which statement
takes precedence is also a viable approach.
Prior to delving into the source, what is the desired behavior from
the community?
